The project strategy rests on the assumption that household consumer awareness is a pre-requisite for meeting energy efficiency targets. First a survey will be carried out collecting the relevant empirical evidence of the high level of energy inefficiency in households. These data will be processed and presented with the purpose to convince household consumers into the necessity of taking energy saving measures.
The next step in reforming consumer behavior is organizing 14 trainings in total – 7 in each country so that the project message reaches as many people as possible. These trainings aim to clarify the core concepts in energy efficiency, the latest policies and the resulting laws adopted and their direct impact on natural persons – household consumers. Trainings lay an accent on informing and educating them so that they will take informed decisions on improving their household’s energy efficiency. Once consumer awareness is properly raised the further state policy will become more consistent and effective because of the public support. At the same time, household members will be persuaded that investment into energy
efficient technologies and devices is beneficial in the long-run and will lead to significant energy savings.
Another value added of the project is the development of the software energy efficiency calculation tool. It will provide users with the opportunity to examine the quantitative value of energy savings by applying some of the methods for improving energy efficiency in households (by simulating insulating a house, changing the types of windows, installing energy saving light bulbs, using energy efficient devices, etc. and the effect of that). This tool will be exclusively user-friendly and will be easy to access through a public site on the World Wide Web after the end of the trainings. Apart from that a handbook with useful information from the trainings and best practices identified in Bulgaria and across the EU will be published and disseminated within the region. |
